Linux users are usally way out in front when it comes to new technology/open systems. Having linux on the IPCS would allow the as400 to pull in part of the crowd which considers the AS400 a legacy machine. Linux is quickly growing in acceptance. Many of the new "network appliances" are linux based. Also to implement linux on the IPCS would cost IBM next to nothing. Linux is far more stable than windows and you only need to use the parts of the operating system required for your application. I am sure they could get linux developers to write the necessary drivers and they already have the OS400 code written to allow a different OS to co-exist with it.
