I configured a FSIOP in February of 1997 on V3R7 and I believe I remember that after the initial create, when you varied it on for the first time, it took a very long time (20 minutes or so) to actually come online. I made the mistake of giving up and varying it back off, but I think there is a little blurb in the manual explaining that the first time takes much longer than usual. You might try giving it a longer period of time to actually come up. Also I am using Intranetware 4.11 on the original FSIOP. I didn't see where you said which NOS you're using. Under V4R2 it might be different as well. For what it's worth...
