You DON"T need to create the save file first.  You will need to get into
the alternate nameing first though:

ftp>bin
ftp>namefmt 1
ftp>put /qsys.lib/LIBRARY.lib/SAVEFILE.savf
/qsys.lib/LIBRARY.lib/SAVEFILE.savf
