You can't restore *IBM or *ALLUSR if the backup was done with *NONSYS.
You can restore *NONSYS and name up to 300 libraries (the *ALLUSR ones)
on the OMIT parameter,
then restore the *ALLUSR from the last nightly backup.

Another reason to write your own backup to replace option 21, and use
*IBM and *ALLUSR instead of *NONSYS.

I save everything except LIC & OS/400 every night, so once the LIC and
OS/400 have been restored I call one program that restores everything
else from the last nightly backup tape.
