You can use alternate collating sequence to sort the first digit of the   
year according to the window your application is using.  Create a table   
to sort digits appropriately for your window (e.g., 4, 5, 6, 7, 8, 9, 0,   
1, 2, 3).  Then use the table in the logical file DDS:
                                            ALTSEQ(y2k-table)
                R RECFMT                    PFILE(physical-file-name)
...
                  DATYMD          S
                  DATY               I      SST( DATYMD 1 1 )   
                  

                                            TEXT( '1ST digit of year' )
...
                K DATY
                K DATYMD                    NOALTSEQ

Field DATYMD is packed-decimal in the physical file  It is mapped to   
zoned-decimal here to allow it to be used with the SST keyword.  NOALTSEQ   
is specified for key fields other than DATY so they will be sorted   
normally.
