Telnet user exits will allow you to specify a "program to call" for any
incoming IP address you desire.  So if you can tell an IP address is not in
your local network (i.e., a dial-up), you can have the special limiting
program run at connect time (skip over the sign-on panel, kicks off the
program directly).  There is sample code and info at the following:

This support is based on the TN5250E specifications which can be found at

The following PTF's would also be needed to install this support onto your
AS/400.  I have listed two tables, one with the initial PTF's that first
cut in this support, and another table showing the most recent superseded
PTF, corresponding to the initial PTF's.  I've listed the supersedes purely
as a convenience, but you should get them to bring your Telnet service
"current".

Caveat:  These PTF's listed are the initial PTF's for TN5250E
         support, and may have been superseded since they
         were first released.  A superseding PTF can be used
