This is not necessarily true. It depends on how the host servers are started. 
If they are started with the STRTCP command (V4R2), only the servers that are 
configured to start automatically will be active. Try starting the FTP server 
explicitly with STRHOSTSVR. After it runs, check your joblog. It will contain a 
message about duplicate prestart job entries if the FTP server is already 
running. Either way, it will not do any harm and FTP will be started when it 
completes. Don't forget that the public authority for STRHOSTSVR as shipped 
from Rochester is *EXCLUDE. Also, just in case, make sure you have the AS/400 
defined in the HOSTS. table on your PC, although from your description, it 
seems that you already do. When you connect via C/A, are you using TN5250? If 
so, the connection is (except for the port) the same as FTP. I would suspect 
either an authority problem (check QSYSMSG message queue for authority 
exceptions) or an exit program, or maybe a nonstandard port.

When I start command line FTP, it usually goes (approximately) something like 
this:

Me: FTP myhostname.com
FTP: Enter user ID
Me: MyUserId
FTP: Enter Password
Me: MyPassword
FTP: Login Successful.

Don't you just love having all this new stuff to figure out? The really cool 
part is that when you finally get it working, it works great!!!
