The solution lies in the file PENNUSER.INI, which must not contain any font translations. Once we solved the problem, if I recall correctly, we found out from IBM that they ship PENNUSER.INI with the translations for use with 3270 emulation, which apparently is how Rochester uses the 3816/3916 printers internally.
