This is more a case of making sure STRSBS QSERVER is one of the FIRST things to be started in your startup program (I believe the IBM QSTRUP program starts it second, right after QSPL) than it is of a delay between STRTCP and STRHOSTSVR *ALL. In my startup program QSERVER is second thing started, and I put the STRTCP & STRHOSTSVR commands way down after all other subsystems are started. That's always been enough time to make sure QSERVER is started before STRTCP/STRHOSTSVR is attempted. (Note in V4R2 STRTCP will also start the host servers so you don't need the separate STRHOSTSVR *ALL command).
