Part of my response was:

This is incorrect. If the field is numeric, you don't enclose it in tic marks 
as you must do with an alpha field, but you must pass the value in an alpha 
variable. You would need to declare a character variable with the same length 
as the zoned representation of the numeric variable, execute CHGVAR to move the 
value to the alpha variable and pass that to the QMQRY.
