Yes it does - you can add the keyword YYYYMMDD to the an ACCEPT DATE statement
to get it in 4 digit year form.  Similarly you can also do ACCEPT DAY YYYYDDD
to get a Julian date with a four digit year.  V4R2 also introduces a whole
bunch of date math functions.
