I tried the exact same thing and found out the hard way that the menu options
do more than simply do a RTVSYSINF and then save and restore QUPGRADE.  (I
don't recall what it was, but it caused the first pass at the side-by-side
upgrade to fail).

Wish I had more info.  I tried going to the route you detailed becasue the IBM
doc leads you to believe this is all that is happening in this step.
