First off you should look for the JOBLOG.  That will point you to the real
reason.  I suspect that some of the objects are in use, ie qsnads is
running and/or qsyswrk is active.  The "system programs" that are always
running use some of the files in qusrsys and therefore won't save.  Since
you can't easily change the GO BACKUP jobs to do a "save-while-active" you
can write your own backup CL to specify "save-while-active".  Or you could
end the offending jobs/subsystems, be careful with that option to be sure
that you get re-started what ever you end.

     Hi,
     We take backups using runbckup command which happens during night.
     Every morning when I check the backup log, I find that some of the
     objects in QUSRSYS library are not saved and the hence the final
     message is
      Not all libraries saved.
      *DAILY backup not successful or not complete (CPF1E68).
     Does someone know to solve this problem.
