Nope.

PM/400 subsystem is started by autostart job entry in QSYSWRK subsystem.
Delete this entry from QSYSWRK subsystem description and PM/400 will not
start.

        You will have to modify QSTRUP clp which was modified for PM400 
         
        You must either retrieve the source code or find the modified
version
        and remove the PM400 start commands.... Start by looking in
QCLSRC in
        QGPL which is proably where the modified version of the clp
is....if
        not there, retrieve the source from QSYS..... and compile it
into
        another
        library,,, NOT QSYS, which could cause startup problems if you
screw up
        the CLP.... Then, go into system values and modify the QSTRUPPGM
to
        point to the new version of the QSTRUP CLP....
