Matthias,
There may be some options concerning Performance Montitor 400 where you can 
just stop the performance monitoring...check this out first.
if not then ---
Look at the AS400 operations book and look up the QSTRUP (clp) that is 
usually the IBM supplied startup program called via QSTRRUPPGM system 
value.  In the book you will find the instructions about how to RTVCLSRC 
and change the retrieved CLP it into your 'tailored' startup program where 
you will not start the PM400 sbs.
This is the mechanics of stopping a SBS from starting, now I personally am 
unsure about if you ...should stop PM/400?
