You could always:
a) CHGCMDDFT on SIGNOFF to make ENDCNN(*YES) the default
b) Create your own version of SIGNOFF in a library above QSYS in the
*LIBL to do the same thing

If you do a, suggest you keep track of change in a CL source member,
along with any other changes to IBM defaults, so you can easily reapply
after a release upgrade.
