When the QSTRUP job runs STRTCPSVR *ALL, it starts the server instance CONFIG.
When I ran ENDTCPSVR *HTTP httpsvr(CONFIG), then STRTCPSVR *HTTP 
httpsvr(xxxxxx),
it works.
