An excellent suggestion! No folder commands in QOFC. However, doing DSPOBJD
*ALL/WRKFLR *CMD reveals that the WRKLFR command is in library QSYS. So why
when I try to run any folder command do I get the message that the program
is not observable? As part of the operating system, these commands should
have been properly installed with V4R1.

BTW, the DSPOBJD  command also showed that the WRKFLR command exists in four
other libraries, QSYSV3R1M0 through QSYSV3R7M0. Why are these libraries
here? Do I have four previous versions of OS/400 on my system?

I don't think so.  FLR commands are a part of OS/400.  You can also
manipulate folders through Client Access and Operations Navigator.

To view the commands that you lose when you eliminate OV/400, do a DSPOBJD
QPFC/*ALL *CMD, and this will show you all the command names.
