If you're using ROBOT (Help Systems), you can put in a lot of info there, including extensive notes, and print a "run book" from the job listings. Might not be a reason to buy the product (although I know of one customer that did just that), but could be OK if already using the product. Sounds like you need a tech writer. Ours uses MS Word, which can save to both native Word as well as HTML (in Office '97, I think).
