What I did was to put the HTML in an array at the end of the program. At the beginning cycle I did an output loop to put out the HTML at the top, ending with a <pre>. Then ran through the data. At LR time I did another loop to output the ending HTML, beginning with a </pre>. For the records themselves I used a program described file so that I could format the data the way I wanted it presented, including edit codes. This isn't elegant but it worked.
