If you use the S/36 environment, you can create a flat file with 
non-contiguous keys,
but I do not recommend this.  It is far more work to program describe your 
file than
it is to simply create the DDS and use the external definition in your 
RPG.  Even if
you have a legacy multi-format physical on your hands you would be much 
happier
with DDS for each of the formats and using an externally described data 
structure
to map the fields.
