Don,
        Basically I wanted to shut down QINTER entirely.  I didn't want any
users other than myself being able to sign on the system.  My original
thought was that because there is no support for naming TCP/IP devices,
I could not do it.  Now, the users will still be able to get a signon
screen however they wont have authority to the subsystem.
