My guess is you have subsystem QCMN active, but not QSERVER. And now that you added the communications entry to prevent the server jobs running in QCMN, they have nowhere else to run. Either: 1) RMVCMNE and undo what you did 2) STRSBS QSERVER - and make sure this gets added to your startup program.
