step 1:  Use RTVCLSRC to get the source from QSYS/QSTRUP.
  
step 2:  Modify and compile the source to create a  CL program in one 
               of our libraries (not QSYS).

step 3:  Change the system value QSTRUPPGM to point at your new 
               program.

step 4:  Knock on wood, and IPL the AS/400.

You may want to refer to the "Work Management Guide".  It may have 
other important information.
