That's just what I did...... The RTVd source QSYS/QSTRUP starts QCMN followed by
QSERVER. Our version of startup (<lib>/STARTUP) extends this a bit by then 
starting SNADS and TCPSRV.

That's the point.  I BELIEVE that QSERVER must be started BEFORE you 
start QCMN, otherwise some server jobs than need to run in QSERVER will 
attach to QCMN instead.
In my startup program I do STRSBS QSERVER several subsystems before I 
hit STRSBS QCMN.
RTVCLSRC for IBM's QSTRUP program in QSYS and look at it.  You will see 
QSERVER being started second (right after QSPL), well before QCMN (which 
is the last subsystem started).
