Chris,

This behavior is seen when the character set ID of the file is 65535 
(hexadecimal). There is an ini file that you can add to your Windows directory 
that causes these files to be translated. It is documented in just about 
everything related to CA. Check the IBM web site 
http://as400service.rochester.ibm.com/ if you can't find it.
