I read the above to mean that an *INCR was only saving changes since last
save (full or *INCL) and the *CUML to be saving cahnges since the last full
save.
If I read it right you would have to restore from multiple tapes if you
used *INCL or only the Full Save tape and the CUML save if you use the *CUML.
