Create a pgm to set a libl and chg the usr intial pgm to run the chg pgm.
This will set their library list when they sign on.  Is this what you need?

Is there any programmatic way to change another user's LIBL
if I am QSECOFR? I know I could login as the other user but
I'm trying to put together a program to create a user
account, libraries, and LIBL all in one step.
