Any programmatic way to change another user's LIBL -- MIDRANGE-L

Is there any programmatic way to change another user's LIBL
if I am QSECOFR? I know I could login as the other user but
I'm trying to put together a program to create a user
account, libraries, and LIBL all in one step.
