Data encryption of the whole volume is really the only way.  You could 
separately
encrypt
libraries on the volume by saving them one at a time with different
passwords/encryption systems.
Only allow access to certain passwords/encryption systems to certain users but
this process
is very time consuming and unwieldy.  Or save the secure data on different
volumes from the
regular data and store the secure data seperately.  Not an easy task to
undertake.  Just my
quick thoughts on the matter.
