You can use a Validity Checking Program (VCP) on the CHGJOB command. I had a
situation where we wanted to allow the user's access to the command, but did not
want them to change Priority, Time Slice, or Job Queue. The VCP program checked
the UserId, and then looked up the user in a file to see if the should be able 
to
change those items. If not, the RUNPTY, JOBQ, and TIMESLICE parameters were
checked. If they had changed, the program issued a CPF0006 message, followed by 
a
CPF9898 I believe, and that causes the command to fail,

Getting the parameters in the right order can be work, but there is a RTVCMDSRC
command on the internet (NEWS/400's site I believe), that makes the job pretty
easy.
