Another possibility is that it may be trying to start your print writer
during IPL before it has been varied on.  If you retrieve the current
source for QSTRUP you will note that IBM has moved the job to start
print writers to the end of the program (I believe they did this
sometime in V2).  Suggest you add the following line at top of your
startup program and then check the joblog after the next IPL:

        CHGJOB LOG (4 0 *SECLVL) LOGCLPGM(*YES)

Or check the QSYSOPR message queue for messages re the device from the
point of IPL.
