Usually, when the phone company has the line ready, the CSU/DSUs (digital
modems) are installed and they are talking back and forth to each other.
At that time, you -know- that the data circuit between the CSU/DSUs is
working.

Until the phone company 'turns up' the circuits, there's not a lot that you
can check.
