A minor point, but a separate program product is not needed in order to do RJE on an AS/400. 3780 is one of the original forms of BSC RJE, and can be accomplished with a high level language and standard system support. What you do need the separate program product (57xx-CM1) for is if you are interested in BSC Multi-leaving remote job entry (MRJE) or SRJE (though technically you probably could write your own MRJE if you had lots of spare time...).
