Jay,
This is due to the QZDAINIT job running in QCMN instead of QSERVER.
The job should run in the QSERVER subsystem because the APPC device
for the PC has the QSERVER mode allocated to the QSERVER subsystem.

As I understand it, this is usually caused by QCMN being started 
before QSERVER in your startup procedure.  The QZDAINIT job finds 
the QCMN subsystem for "it" to run in before "it" finds QSERVER.

To fix:
        1: in your startup, start QSERVER before QCMN.
        2: add the following to QCMN:
                ADDCMNE SBSD(QCMN) DEV(*APPC) MODE(QSERVER) MAXACT(0)
        
You could get away with only doing 1 of the above steps, but the 2nd
provides assures
that QSERVER mode will never be allocated to it.
