The STRDBG command just loads the program into the ID session. Pressing F12 or
F10 will just tell the debugger how you are going to debug the program (either
step-thru [F10] or until a break-point [F12]). You must sill call/execute the
program/cmd from the cmdline to run the program. 
Once the program is running, you'll either be shown the first executable line
[F10] or the first break-point hit [F12]
