The answers, if you are connecting to Win 95/NT, are in the _Client Access for Windows 95/NT - Setup_ manual (SC41-3512-02 is the one I have). You need to have password caching active. I just found out that if, when you take the 'Remote Command' tab of Client Access properties, you get a Control Panel message saying 'Cannot access password cache', you should delete any *.pwl files in c:\windows (Win 95, at least). These are the password files for each user set up on your machine. Mine were messed up, deleting them took care of things.
