Checked with Support Line and got the following solution:

microsecond(timestamp('1996-01-01-00.00.00.' || datchr))

where datchr is a 6-position character field.

This method is limited to 6 digits. Less than 6 would require padding the character string with leading zeroes. More than 6 would require substringing into 6-position segments and multiplication by 1,000,000, etc.
