Sounds to me like a modem config problem.  Line by line painting would
indicate to me the modems are only talking at 2400.  Did you use the PSI
modem config program to configure the modem???  To do this you will need to
hook the AS400 modem up to a PC (don't use a null modem cable) and execute
the program modem.exe in the PSI directory.  There it will show you the
modem init string for the host and PC side and allow you to initialize the
modem and write(save) the configuration to NVM.  That may help.  We have
worked extensivly with the PSI 3164 emulator and have found it to be a fast
effective solution.
