Gary, The programs will need to be compiled for TGTRLS(V3R7M0) but the files do not need to be changed. All you need to do is SAVLIB TGTRLS(V3R7M0) and the files will be "converted" for you. There's no guarantee on the programs unless you compile them for the earlier release. (Thanks to those on the list who helped me understand this process better!)
