FTP Exit Program -- MIDRANGE-L

I need to set up an FTP Exit Program and I was wondering if a message
can be returned to the user indicating that they do not have access,
if not authorized.  Should there be anything special about this program?  

I'd like to take the user id, compare it to a file, and the either let'm 
through or send them a message.
