Whoever's given you this info is misinformed, I think. We develop apps on a
v4r1 machine and distribute to v3r2, v3r7, and v4r1. No problem, so long as
you use TGTRLS properly. And, as I've mentioned, the change management
system we use takes care of most of the details.
