Can't Find QSYSINC

Hi All
Midrange Computing's December issue has an article in it called "RPGIV and the 
IFS".  In 
the article they mention the "header file in the QSYSINC library".  I went 
looking for the 
file, but I couldn't even find the library.  Is this on the RISC machines only? 
 We are on 
a F45 and at V3R2.

I believe I could try the example programs without the file, but would like to 
check out 
these header files.
