If you start with a simple command, named HELPTEST, such as:

             CMD        PROMPT('Test Help Text')
             PARM       KWD(VARIABLE) TYPE(*CHAR) LEN(10) +
                          PROMPT('Simple character string')

You would then create a *PNLGRP, named HELP, using source such as:

:PNLGRP DFTMSGF='*LIBL/QCPFMSG'.
:HELP NAME='HELPTEST'.
:P.
The HELPTEST command demonstrates how to use UIM help panels.
:P.
:HP2.RESTRICTIONS::EHP2.
This is not an overly sophisticated *PNLGRP.
:EHELP.
:HELP NAME='HELPTEST/VARIABLE'.
:HP2.Object::EHP2.
:P.
Specifies a simple character variable.
:EHELP.
:EPNLGRP.

using CRTPNLGRP PNLGRP(HELP)
and then CRTCMD CMD(HELPTEST) PGM(ANYTHING) HLPPNLGRP(HELP) HLPID(*CMD)
puts you into business.
