Help Panels for Command Prompt -- MIDRANGE-L

I am trying to create  Help Text ( Panels) for a Command Prompt so that the
Help Text comes up on F1 in the each field.

Can anyone help me - how do I create the Help Pannel File and then How to I
get the Command Prompts to point to the correct record in it???
