I'm not sure if this is available prior to V4R1, but look at the command 
DSPLICKEY to an outfile, (*LICKEYFILE), then RCVF the LZLICT field from the 
outfile with format LZAKEYR.  HTH.

I've a ILE/C pgm that does this, it uses the QSZRTVPR API (one of the 
software
product API's) to get the version.

As I say it's in ILE/C, but if you are interested, I can either post it 
here or
send it direct to you.
