Looking at the current labor costs for anyone who can properly design a data 
base
and a full application to manage it, much less program it, (factored with the
tax/benefits burden) you'll need to crank out this application in about 200 
hours
to break even.

Provided of course that you don't also add in any lost revenue or cost savings 
not
realized during development and debugging or same for any projects back 
burnered by
this project.

I may have missed a part of this thread...are you looking to simply port an
application, or does it need some rework also?
