Gary I handled this (not for QCTL but application group users) by writing a routing step program that did a RTVJOB USER(&USER) then used it to decide on a TFRJOB or call QCMD. I then changed most of the routing step entries to specify my program instead. There is an entry for 5250 test that I didn't change. I even used the same program for all the sub systems by calling an API (I'm not at work so can't recall which) that told the program which it was in.
