Francis (Great name, BTW):

It so happens, that three years ago, I wrote an application to do just
what you want. It was published in Midrange Computing in March 1994.

You can download the code at:

Scroll down to March, and click on "Automate Daylight Savings Time
Changes". Your browser will prompt you to save the file.

Caveats:

Depending on what time zone you are in, you need to change the system
value QUTCOFFSET to match. (If you are in the Eastern time zone, right
now, that would be '-0400'.

You need to change the value &STDOFFSET (I think) in the first program
(DST001CL) for the offset to match the offset you will have when you are
on standard time. For Eastern, that's '-0500'.

You must run it under a profile that has at least *SECADM authority.
