Do you have the complete text of the message?  IBM has started adding
explanations in some of their APPC/APPN messages.  Otherwise, you need the
APPC manual that shows the codes (I'm sorry; I forget its official name...)

Check to see if it's trying to sign on as user QAPPC or QUSER.  Some links
default to these profiles; they have to be able to sign on.
